About ADTC
ADTC (Accredited Driving Training Centre) refers to the entire facility — classrooms, simulator rooms, offices, staff, and the test track all together. ADTT (Automated Driving Test Track) refers specifically to the physical track with embedded sensors and cameras used for automated driving evaluation. Every ADTC contains an ADTT, but the ADTT is just one component of the complete ADTC facility.
No — ADTC training is entirely optional and not mandatory. You may still apply directly to your local RTO and appear for the standard RTO driving test. However, completing ADTC training provides Form 5B, which exempts you from that test and typically results in a faster, smoother licence issuance process. The choice is yours.
ADTC Firozabad operates under a Public-Private Partnership (PPP) model. The physical infrastructure may be funded and operated by a private entity, but all operations are governed by the Central Motor Vehicles Rules 1989 and monitored by the UP Transport Department. The government sets and enforces the standards; the private operator runs the facility within those standards. Accreditation — and therefore the authority to issue Form 5B — comes from the government.
No. ADTC cannot issue driving licences. That authority belongs exclusively to the Regional Transport Office (RTO) / Transport Department. What ADTC can do is issue Form 5B — which exempts the holder from the RTO driving test, making the licensing process faster. The RTO always makes the final decision on licence issuance.
Form 5B
Yes. Form 5B is prescribed under the Central Motor Vehicles Rules 1989 — a central (national) law applicable across all states of India. Every RTO in any state of India must recognize a valid Form 5B. It is not limited to Uttar Pradesh.
Form 5B is valid for the period notified by the government — typically 1 to 2 years from the date of issue. If you do not apply for your driving licence within this period, the Form 5B expires and you would need to take the standard RTO driving test. We recommend applying to the RTO promptly after receiving your Form 5B.
The RTO cannot arbitrarily demand a driving test from a valid Form 5B holder — CMVR Rule 15 explicitly exempts Form 5B holders from the test. However, the RTO can reject your licence application for other reasons: incorrect or incomplete documents, medical fitness issues, or issues with identity verification. If you believe your Form 5B is not being honored without valid reason, you may approach the UP Transport Department grievance cell.
Training & Evaluation
If you do not pass the ADTC evaluation, Form 5B will not be issued at that time. You have two options:
Option A: Re-enrol in the ADTC course. Get additional practice and attempt the evaluation again after you feel prepared.
Option B: Apply directly to your local RTO and appear for the standard RTO driving test — the traditional route remains fully available to you at any time.

Yes — the evaluation is entirely automated. RFID sensors and HD cameras track your every movement on the test track. Scoring is done by the analytics system in real time. No human examiner assigns marks during the evaluation. This design removes any possibility of bias, favoritism, or bribery. Recorded footage is stored securely and can be reviewed for dispute resolution.

No. ADTC is an optional, alternative pathway — not a replacement for the RTO system. Candidates who do not go through ADTC continue to take the standard RTO driving test as before. ADTC simply provides a higher-quality training path and a way to receive Form 5B, which exempts from the test. The RTO will always retain testing capability for candidates who do not hold Form 5B.
